"Xining Customs proactively engaged with us, delivering tailored policies and practical service measures that resolved our operational concerns and supported Zhongfu Shenying's growth," stated a representative from Zhongfu Shenying Carbon Fiber (Xining) Co., Ltd. (hereinafter referred to as Zhongfu Shenying). Recently, the company declared the export of 8.6 tons of carbon fiber, valued at 1.57 million RMB, to Italy through Xihai Customs under Xining Customs. This marks the company's first export of carbon fiber products through its local customs authority.

"Qinghai Province currently holds both geographical and industrial advantages in clean energy development, and carbon fiber serves as an irreplaceable strategic material supporting industries like solar, hydrogen, and wind energy. We should fully leverage the 'carbon fiber+' advantage, seize opportunities from national clean energy initiatives, expand the carbon fiber industrial cluster, and actively build a 'solar-hydrogen' clean energy industrial chain underpinned by carbon fiber composites. This will further refine Qinghai's clean energy layout and foster a sustainable green energy cycle," explained a Zhongfu Shenying executive.
As carbon fiber technology continues to advance, China's production capacity has grown significantly, driving a surge in exports. Since the launch of Zhongfu Shenying's Phase I 11,000-ton project in 2021, Xining Customs has actively collaborated with the company, delivering targeted policies and hosting regular meetings to address its needs. The customs authority helped expedite the clearance of critical equipment for carbon fiber production and assigned specialists to provide guidance on classification and tax exemptions, saving the company 1.9 million RMB in duties and benefiting imports worth over 100 million RMB.
This year, Xining Customs intensified its "Warm Enterprise Spring Wind" initiative, conducting field visits and organizing "Customs Chief Delivers Policies" sessions to understand export plans in advance. Through one-on-one briefings on new policies and streamlined application processes, the authority strengthened interdepartmental coordination to resolve bottlenecks, ensuring timely project delivery and export support.
