On the morning of May 20, the groundbreaking ceremony for the Karamay High-Performance New Materials Eco-Industrial Park project was held in the Baikalintan district. The project is in line with the city's "one main, diversified" development strategy and is a key initiative to create a carbon-based new materials industry. It aims to build a complete carbon fiber industry chain and promote high-quality economic development in Karamay. The project has a total investment of 10 billion yuan and covers an area of about 1,647 acres.
The project is divided into four phases:
Phase 1: Construction of a high performance fiber pilot plant with an annual production capacity of 15,000 tons of high performance fibers, 15,000 tons of woven fabrics and other composite materials, and ancillary office and residential facilities.
Phase 2: Construction of a production line with an annual capacity of 35,000 tons of high performance fibers and related public and support facilities.
Phase 3: Construction of a production line with an annual output of 20,000 tons of high performance fiber, 45,000 tons of high performance fiber, and 10,000 tons of wind power pultruded board and other composite materials, along with support facilities.
Phase 4: Construction of the National Institute of New Materials and enterprise R&D test platforms.
Upon completion, the project will create approximately 5,000 jobs. It will establish R&D, production and management teams for carbon fiber filaments, carbon fibers and carbon fiber composites. The project will be built according to national high-tech industrial park standards, aiming to establish an internationally competitive eco-industrial base for carbon fiber and equipment manufacturing. It will cover the entire carbon fiber industry chain, from PAN filaments to carbon fibers and finally to carbon fiber composites. The project is important for cultivating and developing strategic emerging industries such as new energy and new materials, promoting national technological progress in new materials, and driving economic development in Xinjiang.
The project is scheduled to complete the foundation construction before July 15 and aims to complete the main construction this year, completing 70% of the total project volume. Phase 1 is expected to be completed by May 20, 2023, and the first production line is expected to start trial production after the completion of Phase 1.
